To be eligible for the Hill Country Whitetail division, the hunter/huntress must be a PERMANENT resident of Kerr County or one of its contiguous counties (Bandera, Edwards, Gillespie, Kendall, Kimble or Real) AND the deer must be harvested behind a low fence in Texas.
